The Pan African University (PAU) is the culmination of continental initiatives of the Commission of the African Union to revitalize higher education and research in Africa, under the Second Decade of Education for Africa and the consolidated Plan of Action of Science and Technology for Africa. It will exemplify excellence, enhance the attractiveness and global competitiveness of African higher education and research and establish the African University at the core of Africa's development.

OFFICIAL COMMISSIONING OF PAULESI’S ADMINISTRATIVE BLOCK BUILDING

Ibadan, Nigeria: The official ceremony for the inauguration of the Administrative building of the Pan African University (PAU), Institute for Life and Earth Sciences including Health and Agriculture (PAULESI) took place on 4 March 2022. PAU, established in 2011, by African Union Heads of State and Government, is one of the major projects of the AU Department of Education, Science, Technology and Innovation (ESTI). PAU has five institutes present in the five regions of the continent, offering Masters and PhD courses as well as conducting research.

Following the offer by the host University of 6 hectares of land to PAULESI, the Federal Government of Nigeria, through the Tertiary Education Trust Fund (TETFUND), provided funding for the construction of the Administrative Block. Construction works began in August 2020 and were completed last year, delivering a fully equipped and furnished block. It consists of nine offices comprising 8 offices and one general office, 9 rooms for lecture and seminars, and other facilities.

The Director of PAULESI, Prof. Esther Titilayo Akinlabi, in her welcome and opening remarks outlined the engagement of the University, TETFUND and PAULESI that led to the realisation of this important milestone for the institute. This is the first of the 10 buildings to be construction for the institute.  The block was funded to the tune of 250 million Naira (USD 602,410).

She expressed her appreciation to all the stakeholders involved in the project, in particular the Executive Secretary of TETFUND, Prof. Suleiman Elias Bogoro and other TETFUND officials, the Vice-Chancellor of the University of Ibadan; Prof. K. A. Adebowale and management of the University of Ibadan, the Director of Works Engr. Adetolu, his deputies and his team, the Director of Physical Planning, the University of Ibadan TETFUND Desktop Officer, the consultant and the contractor, the former Acting Director of PAULESI, Prof Matthew Abatan, and the past Vice Chancellors and Management of the University of Ibadan.

Mr. Hambani Masheleni, A.g. Director for Education, Science, Technology and Innovation (ESTI), representing H.E. Prof. Mohammed Belhocine, delivered the statement of the Commissioner. He briefed the participants on the mandate of the Department of Education, Science, Technology and Innovation underpinned by the Continental Strategies for Education (CESA-16 -25), TVET and STISA-2024. The Pan African University, is one of the projects, currently implemented by the Department, with four operational institutes. He highlighted that for PAU to realize its full mandated of “nurturing quality, exemplifying excellence”, the University needed enabling infrastructures, facilities and scientific equipment, digital connectivity, adequate levels of staffing and funding,   with a strong administration, for responsive and transformative education systems. He expressed the profound gratitude of H.E. Prof. Mohammed Belhocine to the Government of Nigeria, the University of Ibadan and PAULESI Management.

The Vice Chancellor of the University of Ibadan and the Executive Secretary of TETFUND also delivered their remarks expressing the commitment of their institutions to collaborate and support PAULESI. The inauguration ribbon was officially cut, followed by a tour of the building.

RECTORATE

The Rectorate is responsible for the daily management of the PAU and is headed by the Rector who is the Chief Executive Officer of the PAU.

At the Malabo Summit held in June 2015, African Heads of State and Government adopted Decision EX.CL/Dec.829 to host the Rectorate of the Panafrican University. Following this decision, a high level panel was set up by Decision EX.CL/Dec.829  (XXV) to designate the country that will host the PAU Rectorate. Considering the report by this panel, the Executive Council selected Cameroon as host country and recommended the designation of Cameroon by the Ordinary session of the African Union Assembly who endorsed the selection in January 2016.
